A New V/The Cost of Evolution is the fifty-fifth episode of Hero Legacy: Kamen Rider 00. This episode also sets the final conflicts for the two-part endgame episodes.

Plot[]

Fuuto City, 2031. The episode begins with a recanting of episode 51, where Makoto explains to Yusaku’s allies the true nature of the T1 and T3 Gaia Memories. She then asks them what would happen if humanity’s ideals start to influence this world’s truth? The Fuuto High Students and the new MUSEUM ponder the question before Maki finally answers that the Gaia Memory itself would start thinking like a human, before using its infinite knowledge to conclude humanity’s innate nature to be harmful to the Earth. Aya disapproves of Maki’s misanthropic conclusion but Makoto rebuts that regardless of their beliefs toward humanity, it is an undeniable fact that humans’ understanding of the world is still limited, if not flawed. And that flawed reasoning would be the catalyst for the Gaia Memory’s “decision” to exterminate humanity. Athena finally shouts that they need to stop it from happening, before interrogating Makoto who she insists knows how to stop it. However, the mercenary simply responds that it's too late for every one of them to do anything about the corrupted Gaia Memory’s awakening, and all of Fuuto and this world’s fate lies on the shoulders of two individuals.

Fuuto Tower, 2031. Continuing from the previous narrative, Kamen Rider KingJoker charges toward the Earth Dopant as it continues to summon digitized rain that turns the citizens into ravaging Dopants. He tries desperately to attack the monster but it starts to use telekinesis to block his strikes, before teleporting several times to beat him down. The High Dopant’s god-like abilities easily overwhelm KingJoker and knock him out of transformation. He then nearly gets thrown off the windmill but Kamen Rider G-Nasca Accel catches him back. Ran then tells his fellow Riders to help him defeat it but Kamen Rider 00 just stops him, before approaching the Dopant and canceling his transformation.

The Earth Dopant sprouts tendrils that constrict the young man, very nearly choking him as Ran tries to go for the save, only for Kazu to clamp his shoulder back down. This surprises Ran as the Earth Dopant once again rationalizes its conclusion to eradicate humanity, calling them the bane of the Earth. Yusaku asks how so, before it proceeds to run down the humans’ use of the Gaia Memory for their desires, before its reasoning becomes vague as it just starts to blame them for the deteriorating environment, extinction of animals, etc. Yusaku just laughs as he responds that all of the Dopant’s conclusions start to sound generic, before finally saying that its existence is an anomaly because the Dopant itself is starting to rationalize like a human, to the point that it’s spouting flimsy arguments and excuses. The Dopant once again tightens its grip, monotonously responding that its conclusions aren’t flawed and are based on millions of memories it gathered since time immemorial, but Yusaku just grins, asking if the Dopant’s getting offended. The Earth Dopant then gets hit with a realization, dropping Yusaku on the floor, just as he rebuts that getting offended is an instinct innate to humans, and that proves the monster’s nature as an anomaly.

Yusaku then states that the Gaia Memory shouldn’t be able to think, reason, and make decisions; only evolve according to the memories of the Earth and help foster that evolution to its surroundings and inhabitants. The Earth Dopant being cognizant, rationalizing, and concluding is an aberration; a byproduct of humanity’s innate nature to be cognizant and to search for purpose. If it did conclude humanity’s extinction, it’s because it was influenced by humanity’s flawed understanding. The Earth Dopant pauses for a moment before accepting Yusaku’s answer. It then scans him and upon finding that he is a Gaia Memory Avatar, says that he is also an anomaly for having the Memories of the Earth within him. To this, Yusaku finally shouts that he can fix this as well. He promises to collect all the Gaia Memory partitions and repair the Earth’s Memories, reverting everything to the way it’s supposed to be. He then asks the Dopant if that’s a proper compromise, considering it would also erase the Dopant's existence.

The Earth Dopant dictates that it shouldn’t exist in the world to begin with, and that Yusaku’s conclusion is the best course for the Earth to move forward. However, it gives him only 48 hours to complete the task, else humanity’s extinction would be set. The Dopant cancels the rain and every Dopant reverts to being human, before teleporting and disappearing into the Sonozaki Fountain. With the events starting to settle, Aya, Maki, and Athena just look up to the tower with concern, while Ran just asks what’s going on.

That night, Ran enters the Shirogane Snack & Café looking for Yusaku, only to find all of his other schoolmates and the MUSEUM members inside, reduced to silence after the reality they anticipated had already set on them. He then furiously asks what’s happening, questioning how they all learned of the Earth Dopant and anticipated this outcome when they defeated G-Tyrant Xtreme. He also asks why not one of them told him about this, and after a long silence, Athena finally says that it’s because they know he’d react this way.

The scene flashbacks to the events of episode 51, where Makoto finally reveals that the only way for things to reverse itself is to contain all of the partitioned Earth’s Memories inside one body, thus reforming the True Gaia Memory Avatar. Afterward, that Avatar would trigger another Gaia Impact that reverses the T3 Gaia Memory’s corruption, separating it from the True Gaia Memory. The mention of the Gaia Impact shocks Yukiho before Makoto confirms that the avatar would need to sacrifice themselves to fully repair the Earth’s Memory and save everyone, though she then chides that Reiju would never do such a thing, therefore their only salvation lies on Yusaku.

Back to the present, Yukiho notes that Philip only survived the previous Gaia Impact because Wakana sacrificed herself to restore him in his body. However, they no longer have this option since Yusaku is the only one capable of becoming a True Gaia Avatar. Ran immediately dismisses her claims, saying that he still has his partition, but Maki reveals that Yusaku has already assimilated his Gaia Memory power. He recalls in a flashback how 00 Quatre defeated a mind-controlled KingJoker and that he absorbed his partition to break G-Tyrant Xtreme’s control over him.

Ran angrily shouts that he can’t accept that, before desperately saying that there should be another way. He even tries to convince Kazu to help him defeat the Earth Dopant so that Yusaku wouldn’t need to sacrifice himself, only for Kazu to fall silent, not knowing what to say with his suggestion. Ran’s desperation makes him even more erratic as he very nearly punches Kazu, only to be stopped by Athena shouting at him. She then tells him that their opponent now isn’t a crime boss or a corrupt official, but the Earth itself, and if they have to protect everyone else, then they should also learn the sacrifices necessary to see it through. Ran couldn’t accept what she just said and upon looking at the melancholic faces of his classmates and allies, he just shouts out loud before running away. Maki just solemnly says that she shouldn’t have said that but Athena bursts into tears, responding that she knows.

Meanwhile, Yusaku sits at his usual hangout place on the school rooftop, looking at the Fuuto Tower from a distance, and convincing himself that the city would be in good hands once everything is over. Aya suddenly approaches him and completes his thought, saying that it still would be lonely once he’s gone. Yusaku just laughs at her thought, jokingly asking if she’s already made peace with it, but Aya gets taken aback by his snide remark. Still, she accompanies him on the rooftop, saying that at least he won’t be alone this time around. Yusaku remarks how Aya has changed in just a short time, but she just responds that she had to because he also changed, becoming more reliant and trusting toward other people. She then confesses that she felt she needed to catch up; that she needed to become stronger so that he and others can rely on her more. Finally standing up, she says that once all of this is over, she’ll become more determined and dedicated to helping more people, to the point that once he returns, he won’t even recognize her. Yusaku suddenly stands and kisses her on the lips, before telling her not to change that much, because he still wants her to be as concerned, caring, empathetic, and loving as ever. The two once again kiss, this time with tears trickling down Aya’s eyes before she finally breaks down and hugs Yusaku as she cries her heart out.

The day finally arrives and a montage of events takes place, with the police surrounding the Sonozaki Estate while Yusaku attends Fuuto High School as normal. While he spends his school day as usual (except his friends seem warier than usual), Mikio Jinno commands several officers to create a perimeter around the area. With the final bell ringing, Yusaku heads out and sees Aya, Maki, Athena, and Yukiho come with him. He then rides toward the Estate on the HardBoilder, while the others follow him on the RevolGarry Mk II. Upon arriving, Jinno orders his men to let them through. A scarred Kozue looks from a distance and tries to jump them but Kamen Rider G-Nasca catches her and he flies her away from the vicinity. She transforms into the G-Reverse Dopant and the two crash inside an abandoned factory, where Kazu tells her that he won’t let her interfere. G-Reverse just laughs at this, before saying that he’s interfered for far too long. The two ready themselves and engaged in battle.

Back to the Sonozaki Estate, Yusaku, and his friends enter the gate where Makoto and Tetsuya stand guard, telling everyone that Yusaku is the only one allowed inside. The student proceeds further while the others stay behind, kept watch by the mercenaries. Arriving at the Sonozaki gardens, Yusaku and Reiju meet up once more, with the older Amasawa asking if this is his final choice. Yusaku just responds that his resolve has led him to this and that he won’t let anyone stop him from saving this world; not even him. The two standing opposite each other, both Yusaku and Reiju equip their belts and transform into Kamen Rider 00 Quatre and Kamen Rider Eternal-Zero respectively, before charging toward each other for their final battle.
