Plot[]

Caroline Springs, Melbourne, 11:59.pm., November 26th, 2020

The series begins with a man walking across a road on a walk path, leaving behind a trail of blood. The blood is dripping from his hand, which is holding a bloodied knife. The camera pans up to reveal a faceless, unknown man, as he continues to walk down, and begins to mumble a few words: “murder and power”. The camera moves to his house, where it’s revealed that he killed a suburban family, with the parents having multiple blood cuts, but their daughter only receiving a lot less. Nevertheless, it cuts back to him where he approaches the bridge. He hears faint speeches from a bunch of people, who’ve mocked him and criticised him throughout his life. He drops his knife, falling towards the ground, pointing up, supported by rocks. With a heavy sigh, the man falls down off a bridge, and is knocked dead.

Southern Nagano City, 09:59.p.m., December 3rd, 2021

It transitions to a foot stepping down in muddy water, as a bunch of Amazon monsters are both chasing and being chased by a nearby police force, and half of each faction gets defeated and devoured. Both of the remaining monsters and police officers get cornered in an alleyway, and one of them says that they don't belong in this world, they don't have a right to live, and they should never have existed in the first place. But suddenly, a hidden figure jumps down, and craves on the officers, devouring them, and pulling out half of some of their hearts to eat them. The monsters are growling and appreciating them for backing up, but the hidden figure states that their vitals are incompatible, and he says that he's planning to kill anything, and anyone. He murders the monsters and leaves them for dead. The city of Nagano starts to rain, and the hidden figure climbs up a skyscraper. On the roof, he looks at the neon lights and demorphs, and slowly reveals himself. It has turned out to be the same unknown man from before, holding a pair of his own glasses in his right hand, with blood scars, rough skin, and an Amazon-like amputated arm. He mutters to himself how he plans to kill many people in each country, as a sacrifice, and he won't rest until he completes his mission, so he can get new power.

Killora, Bruny Island, 03:42.p.m., November 25th, 2025

Almost 5 years later, it transitions into a forest during a military training session. A soldier with multiple scars on them, with dented soldier armour, and dripping blood walks down the forest, with a rifle in its hands. A dozen soldiers from their left and right point their guns out and start to shoot, but it turns out the middle soldier is a female, being introduced as Katie Martinez, who’s turning out to be one of their best soldiers, as she uses her artillery including her grappling hook and firearms to her advantage. Using her grappling hook, she easily swings across the battlefield and hits all of the soldiers. However, she loses to the soldiers after getting ambushed by them, after misfiring her grappling hook to a branch, causing her to fall off. After she surrenders, she’s forced to get up by herself, as the others completely ignore her. In the distance, the leader of the military (appearing in an unknown figure) observes the squad for a bit, albeit quietly, before asking their assistant to move along.

Despite being one of their greatest soldiers, she’s always teased by others, due to her age and the fact that she’s the only girl in the male-dominant squad. However, this was more in part of her isolation towards the rest of the squad, which does cause the bullying (to an extent) and does give her a bit of a scary feel to the rest of them, because of her mysteriousness. Later in the afternoon, a couple of soldiers tease her once again, making her drop a necklace. Another fellow soldier makes them back off, telling them it’s not worth it; they were tempted to help her, but instead walks away. Katie goes down to pick up her necklace, where the inscription on the back says “For My Love.”; it causes a slight pain that makes her have glimpses of her past, showing a gravestone that’s blurred out, except for a singular ‘K’ letter. She shakes it off and wonders as to what that means or who it is.

An announcement in the squad building calls for Katie to report to the main branch office. She walks into the office to meet the main squadron leader, who tells her that she’s being transferred to the mainline Victorian branch. Seemingly unfazed, she requests the reasons why she’s being transferred, but the leader refuses to say so, as it’s a private matter and all that matters is that she is to report in Wangaratta by tomorrow. Seemingly suspicious, she salutes him and walks away to pack her stuff. It later shows her driving in her car with all of her stuff, driving to the military department at her new position.

Docklands, Melbourne, 10:33.a.m., November 26th, 2025

The next day, Katie arrives in Melbourne, driving past the nearby shopping centre of South Wharf, when she’s immediately stopped by a woman who’s walking across the street looking at her phone, without looking at where she’s walking. Thus, she almost gets run over by Katie, who then glares at her, sternly. She becomes scared and frantically runs off, while Katie immediately drives off. The young woman’s name was Ruby Davis, a young judge-in-training, but is never called to many cases, due to her inexperience. Ruby wonders where she has seen Katie before (although she doesn’t remember her name), having a flashback with her along with another person who she used to hang out with. She’s knocked back into reality when someone calls out to her, and realises she dropped her wallet. That someone is named Renfred Easley (aka Ren), an employee for the national bank, someone she knows from her high school years and one of the few that she keeps in touch with. They have a casual greeting exchange to each other, seeing each other as colleagues, rather than close friends, as they enter the shopping centre to meet their other friend.

As they walk to the food court, both Ruby and Ren have a conversation, albeit a bit awkward, since they don’t speak to each other that often. They catch up on their current lives and talk about the struggles they’re currently experiencing. It ends with them agreeing to have each other's backs when they’re struggling. As they walk by, a news report comes up headlining mysterious unidentified life forms, similar to the Amazons, focusing particularly on a white one. They find an empty table with one chair, and ask a nearby citizen if they can use the chair. It turns out that it's their third and final friend, Arthur Nym, who allows them to sit with him. Arthur tells them about how long it has been since they last got together as a group, being 5 years since they graduated. They chuckle a bit, but they then turn sad, with Ruby saying that she misses her friends and has been separated from most of them, due to their lives leading off in different pathways. Ren, however, says that they now must spend more time with each other to be able to keep in touch and connect again; The two then comfort each other in a subtle way.

Arthur hears the news report and turns to see the new news report, headlining the killings and disappearances of just under 70 million people from 54 countries over the past five years, which makes many countries look desolate compared to the past, dubbed “The Centennial Loss”, the loss of 1% of each country. An interview with a foreign crime investigator states that the 54 countries are in order of the most populous countries, and is about to say the next target, but is suddenly turned off, as the power cuts off. The Amazons then start to rampage and begin to eat the nearby officers and citizens, spewing blood out, and everyone else has to evacuate. The three friends attempt to escape but they eventually get captured and surrounded by the Amazons, with Ruby leading the way on where to go now, but gets blocked by the monsters. Arthur yells at Ruby for getting them trapped, but Ren argues that he couldn’t have done any better. Ruby clenches her fists in worry, pleading for hope that they be saved.

Soon enough, as the monsters continue to approach the trio, one of them is suddenly stabbed by a dagger held on by a chain, before it gets pulled back, dies, and disintegrates. A white-colored Amazon rides in on their bike and rams into the rogue Amazons, killing another one with the bike. The hidden figure is revealed to be a Kamen Rider, specifically Kamen Rider Neo-Wisp. He proceeds to murder the Amazons, until none remained, picking up one of their hearts and begins to suck up the black blood. The trio see this and become disgusted (as all humans should be), and Arthur suggests they should go and run away, however Ruby instead slowly walks up to him and intervenes, but Neo-Wisp runs away when he hears sirens and sees military trucks. The city police and military find the trio and walk closer, with guns poised, but are stopped by the main officer who tells them that they’re needed for further questioning, and assigns Katie Martinez to escort them, causing Ruby to become shocked, realising that she was one of her friends back in high school.

Victorian Military Department, Wangaratta, 01:31.p.m., November 26th, 2025

The three friends boarded the military truck and were sent to the military base. Ruby attempts to talk with her on how she's been, but Katie replies that she doesn’t know who they are to begin with, where Ruby proceeds to talk more, until Ren quietly stops her. Katie was about to slap them to shut them up, but one of the soldiers stops her and tells her to not be too aggressive. Arthur is given a drink of water by a soldier, as a sign of peace. As Katie sees him and the soldier communicate with each other, she looks down at the necklace from before and quickly glances back at the friend trio, before looking away once again. The military truck driver shouts out that they’re almost there, and brace for impact on the rocky road.

They arrive at the military base, as Kate orders the soldiers to escort them to meet the lieutenant. As they leave Katie behind, Arthur notices her walking away, sternly, noticing the different personality she now has than her past self. Ruby mutters to Ren about Katie, wondering if Katie still misses her friends nowadays, but Ren doubts it, especially her boyfriend. The trio are escorted by some soldiers and one of them asks a soldier how Katie got into the military; someone says they don’t know much about her (since she got transferred just now), but they say she’s apparently a great soldier, but for a lack of a better term: difficult to work with. They then arrive at the main room, where they meet Lieutenant Zaram, the leader of the Victorian Military Department. Ruby tries to explain about them being there, but Zaram excuses them and is then interested in their knowledge of Katie, moreso on her past life. He goes on to say that he can get them what they want, as long as they join the military, specifically their Amazon extermination division. Arthur flat out denies it, while Ren becomes skeptical; Ruby, however, decides she wants to join, to which Zaram smirks and requests one of the soldiers to escort to the interrogation room. Ren and Arthur follow her as they want her to be safe.

His assistant asks him if he made the right choice, as she's worried they might jeopardise the mission and the military. But he tells her not to worry, and recommends that they initiate “Project Wisp". So he calls on the soldier who he believes sees nothing but the battlefield and enemies waiting to be killed: Katie Martinez, which was the reason why she was transferred in the first place. Katie shows up and salutes at Zaram, reporting for her duty, with Zaram welcoming her to her new branch. Explaining reasons for her transfer, he offers her a new set of arsenal, which is shown to be a Red Wisp capsule, a Wispon, and a modified-Amazon Driver, which displays a tube that shows her new suit: Kamen Rider Burst. With her new powers set, Zaram sends the new soldier out to the extermination squad to kill the Amazons. The assistant shows hesitation to the idea of starting ‘Project Wisp”, but Zaram remains adamant, and it will benefit them.

Mount Buffalo National Park, 02:57.p.m., November 26th, 2025

A small extermination squad was sent to investigate a nearby sighting of Amazons. Secretly, another truck was brought in, containing the friend trio, as they watch how the squad performs in the search. Ruby watches and wonders if they’re ever going to find Neo-Wisp around here, but Arthur (thinking smarter about it) believes that the soldiers are just bait to lure them out. To the squad, a soldier steps on something, but it turns out to be a twig, and another just trips over a rock. They tell them to quiet down as they could catch the attention of the Amazons and it turns out to be true when one of them disappears, leaving their gun behind. They look up and see a Spider Amazon on top of a tree, eating a severed arm from the soldier. They panic and shoot the monster, but get devoured instead. Two more monsters appear and they continue to approach the truck with the three friends in it, Ren sees a gun and fires back at them, but it just makes them more violent.

Suddenly, a loud truck horn is heard for a long time, and the Amazons and the friends are confused, figuring out it was coming from the other truck. They look and see a man that has a black jacket, navy pants and white shirt, who has an Amazon-like amputated arm, a Wisp capsule containing the White Wisp and a modified-Neo Amazon Driver. The trio are shocked and watch in awe, but Ruby has a bad feeling about this. The man walks to the Amazons, talking about how he wants to kill for the sake of killing, and decides to take it out on the Amazons, finally revealing himself in the flesh after 5 years. He inserts the Wisp capsule into his device, and transforms into Kamen Rider Neo-Wisp. With that, he kills the Amazons, and even uses his Boost Daggers to kill them even more, and uses one of them to pull out a heart. He sees the friend trio hiding, but he states to them that they can thank him later, as he walks away.

However, someone then shoots him from behind, narrowly missing him. He turns around as he hears footsteps coming from behind, and it turns out to be Katie. She talks with him on how while she doesn’t know who he is, she wants to ensure that the military succeeds in destroying the Amazons, including Neo-Wisp. As the trio watch, Ruby has the urge to run out and protect Neo-Wisp, but both Ren and Arthur hold her back, thinking that it would only ruin Ruby’s goals in the military. Katie and Neo-Wisp start to fight, and at first, Katie is weakened. However, when she has the chance, she pulls out the modified-Amazons Driver from before, intriguing Neo-Wisp. She pulls out a different Wisp capsule that contains the Red Wisp, and transforms into Kamen Rider Burst. Neo-Wisp pulls out his dagger, while Burst pulls out her Burst Shooter and charges it up and aims it at him. The episode ends with the two riders clashing their weapons with each other (at a charged state), creating a shockwave across the globe, lighting up different wisp capsules, including one with the Violet Wisp capsule.

Trivia[]

  • The episode was originally going to start with the origin of Neo-Wisp and his powers, however, this was scrapped due to concerns that the full identity reveal would have a small impact later in the season, and would spoil the entire surprise, so more scenes were filmed with the other characters.
    • Because of this plot point removed, this episode (along with the next two) had to be rewritten to avoid spoiling the surprise.
