37th Nin - The Shinobi State... is the thirty-seventh episode of Hero Retold: Kamen Rider Shinobi. The episode features Isamichi Konjo's removal as the Konjo Group Vice-CEO, the dissolution of the Tokyo MPD-Nin Division, and the reinstatement of the Ninja Act. The episode also features the return of Johnny Yoo and the first main series debut of Kamen Rider Cho Bakugo.

Plot[]

"Under the iron rule of the Third Head, many of the retainer families fell in line with his absolute commands. Those who opposed him paid their dues with their blood, while those who escaped were hunted down and ultimately destroyed. For thirty years, the Third Head assimilated the power bestowed upon him by those who came before..."

The episode begins by recapping the 35th episode, with Iroha sitting by Kunimitsu’s side in the Ashikage estate, while Gamano proclaims the return of the Clan’s Heir. Ayame, Takajo, and Gamano bow before the two, before Kunimitsu announces the continuation of the Kumite, with only three bearers remaining. However, Iroha interrupts her brother, bringing up a loose end on their part as the Kagemusha is still at large at the moment. This surprises everyone in the vicinity, as Iroha states that the laws of the Royal Family are absolute and must be carried out. Gamano applauds, saying that enforcing it could also benefit the Kumite with regards to the Camo Hyoutan’s bearer. Takajo and Ayame could only continue bowing silently as Iroha tells everyone her plan. Outside of the estate, Noemi Sakurada overhears the Royal Family’s plans and says to herself that they should also set their plans motion soon, before disappearing.

Fast-forward to after the Press Conference; Isamichi rushes to the Konjo Group Offices and interrupts a board and investors meeting led by Nobushige and Iroha. He asks what is going on and his father explains the proceedings, particularly the dissolution of several programs involving non-ninja affiliates. This shocks Isamichi as he tries to argue that the involvement of the non-ninja programs is what’s keeping the company in good relations with the general public, only for one of the board members to question why he’s not keeping up with the current events. Iroha pulls up a holographic screen and shows Secretary Sakurada reinstating the Ninja Act effective tomorrow, once again focusing government resources on ninjutsu activity, while also declaring the MPD-Nin Division’s mission as complete and redundant, dissolving it. As the people watch, one of the board members then jokes that it is a shame that one of the affiliates being shut down is their entertainment division, sighing that his daughter actually loved NJN22. This leaves the Vice-CEO even more flabbergasted as he sees Kunimitsu among the shareholders present, grinning.

The scene then shifts towards the MPD office, where the First Division and Special Service agents are seizing several files and assets from the MPD-Nin Division, while Yabe and Oba try to stop them. One of the officers then recognize Yabe and arrests him, charging him with the death of Shino Satsuki, as well as mismanagement of MPD technologies with the Suppression Pin. The officers cuff Yabe as Mouri walks in and asks what’s happening, but his former partner Shibata just tells him to move along, revealing that he’s being reassigned back to the First Division. Undeterred, Mouri runs into Chief Takajo who tells him to do something, only for the senior officer to completely ignore him and tell the Special Service to continue what they are doing. Incensed, Oba runs away from the precinct, which some officers notice and chase after.

Meanwhile, several men in black suits arrive at the NJN22 dorms and ask for Haruka Ashikage. Kyoya tries to back them off but they pin him down as the men force their way into the rooms, trying to find the young girl. They eventually reach Haruka’s room, which angers Kyoya enough to have him start fighting the intruders. One of the men then sticks a Suppression Pin on Kyoya, weakening him as the men start hitting and stomping him on the ground.

Finally, the same men in suits arrive at Ryo Sakurada’s hospital, demanding access to Rentaro Kagura’s room. Ryo initially tries to tell them off but when a warrant signed by his wife was presented, he could only relent as Akane eavesdrops in their conversation. As the men go to his room, they find his place completely abandoned.

Back in the Offices, Isamichi angrily argues against all of the things happening, saying that this would lead to another Nin-Ju outbreak in the city. Several of the board members start laughing, saying that the entire Nin-Ju situation was caused by the Niji no Hebi Clan, which Kunimitsu finally dealt with. He starts disputing their claims before approaching Iroha and pleading to her by asking if she’s okay with what’s happening now. Iroha’s expression darkens and she removes Isamichi’s hold on her, saying to never touch her again. Kunimitsu rises from his chair and uses this as an indication to show that Isamichi’s current well-being makes him unsuitable for his current role as the Vice-CEO. Immediately, he calls for a vote on whether Isamichi should still keep his position. The majority of the board members raise their hand, calling for his removal, and as he watches, Nobushige announces that at this moment, his son is no longer the Vice CEO of the Konjo Group. Isamichi stands up and lunges at Kunimitsu, causing a minor panic in the area as he holds him up by the collar, saying if this has always been his plan. Kunimitsu simply grins as he shows that he’s already worn his Mirai Driver, knocking Isamichi back before transforming to Kamen Rider Kenzai. He then says that at this point, what he’s doing is self-defense as he starts attacking him in the office.

Shifting back at the MPD offices, Oba leaves the premises where he starts being chased down by fellow police officers. He hides behind a large garbage container before shouting “Rekka, where are you”. Before the other officers spot him, he is whisked away by a Kurogane Yorojiro, who carries him off.

At the NJN22 dorms, the men continue to beatdown Kyoya as one of them enters Haruka’s room. Immediately, Luna and Yukari come out and fend off the men while Amily accompanies Haruka at the back of the room. The men then try to fight back but the girls easily dodge them, as they make their way to the entrance, only for more men to arrive and block their path. A smoke bomb suddenly drops inside the dorms and momentarily confuses the men. As the smoke clears, NJN22 and Kyoya have all vanished. The girls and Kyoya run away from the premises, surprised to see Satomi return while leading them out.

Isamichi tries fending off Kenzai as he strikes him in the office, while Iroha and Nobushige lead the board members to safety. Their fight reaches to the park where Isamichi tries to transform, only for Iroha to knock the Hyoutan out of his hand with a shuriken. Surprised, Isamichi is left open as Kenzai slashes him, injuring his arm in the process. With no other options left, he uses a smoke bomb to escape the area, just as Kunimitsu cancels his transformation, satisfied with what is happening, while Iroha picks up the dropped Golden Hyoutan.

That evening, Isamichi tends to his injury at a nearby open area while also evading people who might recognize him. However, as soon as he tries heading out, he sees a Purple Yami Nin-Ju rage near him. The beast sees him and it rampages and charges onto him. Isamichi lures the beast into an open space without people and tries his best to hold it down. The Yami Nin-Ju continues to attack and beat him up, but as soon as it tries to devour him, a strong breeze blows into the area as a hurricane is summoned to disrupt the monster. Suddenly, Johnny walks in carrying the Clay Hyoutan and equips his Mirai Driver on. He then pulls both the Bomb Disc and Bomb Disc-S out and transforms to Kamen Rider Cho Bakugo, attacking the Yami Nin-Ju and proceeding to overpower it. The Nin-Ju tries to flee, but Cho Bakugo unwraps one of his Band Knuckles and restrains the beast down, before activating Atomic Ninpo to defeat the Nin-Ju. Cho Bakugo then seals the Yami Nin-Ju’s Sanzu Waters, revealing its host to be Ayame! Isamichi runs towards his unconscious secretary, just as Johnny cancels his transformation to also check up on her. Before he questions how Johnny came back, he suddenly disappears, leaving only a small note which Isamichi recognizes.

Deep in the night, Isamichi arrives at Rentaro’s home with the unconscious Ayame, where he sees Akane, Mouri, Oba, Kyoya, and NJN22 gather, each narrating how they were led there after their respective raids. Mouri also informs everyone that Rekka is still missing from their previous mission involving Foundation X and his hands are tied up with MPD’s restructuring. Isamichi questions whether the Royal Family is already making their move, before asking if Haruka has anything to do with this, prompting Kyoya to once again defend his sister. Before the two of them start arguing, an injured Rentaro diffuses the situation, saying that they need to focus on what’s happening right now. He looks at Haruka and tells everyone that she’s what the Royal Family wants right now and that it won’t be long before the Family’s agents start targeting this place next.

Hours later, they feel multiple presences as multiple ninjas with the Ashikage Clan mark surround them inside the estate. Everyone stand their guard as the ninjas from the Royal Family make their presence known, but before any fighting breaks out, Haruka stops everyone, stepping to the front, and introducing herself as the Heir to the Royal Family, the person they are after. One of the ninjas removes his cowl, revealing himself as Chief Takajo, who tells her that the Head is waiting. Haruka steps out to join him and when Kyoya tries to follow, she orders him to stand down before ultimately apologizing. Kyoya tears up, saying that he’s the one who should apologize to her for everything. As the ninjas withdraw, Chief Takajo hands Kyoya another Orders Document, informing him of his next mission as a retainer, before disappearing with Haruka. Kyoya opens up the document and reads it out loud: Commence the Next Stage of the Kumite, It’s Fulfillment with Save Your Sister. Kyoya stays silent as Rentaro and the rest of the people look on, before ultimately apologizing to everyone. He pulls the Camo Hyoutan and transforms to Kamen Rider Saizo, before proceeding to attack Rentaro.
